“This letter attempts to capture the thoughts of the jury as a whole as accurately as is reasonable,” the letter states.

The jail’s Prison Rape Elimination Act audit records show that only three cases out of 30 reports in 2016 were substantiated, a steep decline from previous years.
The organization had come under scrutiny by election watchdog groups and law enforcement for its spending and ties to the T.W. Shannon U.S. Senate campaign.
If found guilty, the prisoners could face up to life in prison, according to court documents.
