James Kelley Jr., left, and Curtis DeLapp, right. Kelley, the former head of the Bartlesville Police Explorers program, was charged Monday with embezzlement. DeLapp, a former Washington and Nowata County judge, is Kelley’s defense attorney, court records show. DeLapp resigned amid a state Supreme Court investigation into abuses of power and was later alleged to have misspent public money out of a building commission fund.
